If you're testing across the idle switch and not the pot, you should be
under 3 ohms or so. Try jumping it, turning the a/c on and seeing if
there is any difference.

was getting 39 ohms on the idle pins from the tps (which wouldnt buzz
the continuity test on my multimeter).  thinking it should be zero, i
decided to take les' advice, and go in

i removed the tps.  broke the 4 tabs. pried the stainless cover out.
pried the rubber layer under that. then the white banjo rheostat card
dropped out. i cleaned it.

tested, and 39 ohms!

there was no way to reassemble it except to epoxy the white banjo around
the perimeter.

i think i can assume the tps idle condition is normal at 39 ohms and
should now replace it, and then examine the IAS for functionality.
