When I left NY in 1990 all new construction and all upgrades to the power
lines had to be moved underground. Here in SC they are still erecting new
and replacement above ground lines that just get knocked down in the storms.
No one is forcing the utilities to bury the lines so they take the short
term cheaper method rather than the long term more durable one!
