And I'll back Sam's suggestion (Hi Sam!).. needle nose usually works, or
tape wrapped pliers. Spray liberally with WD-40 or PB Blast or similar
first. You may find some success from trying to wiggle the base/antenna
from in the fender too, to break the 'seal' it has on the fender.

The other option is make a special tool out of a piece of metal, just grind
the two nipples into it and twist.

But, you can beat the piss out of your car with a hammer, that would work
and since it's not mine, I don't care how it looks. :) Our way is slightly
less abusive to the paint, tho!!

No.  Your method will damage the part, mine will not, unless you are
ham-fisted with the pliars.

This was a serious answer to your request for help.  I have done it this
way when the needle-nose pliars didn't work, and the chrome ring was not
damaged.
